It's unlikely. Keep in mind that the PS3 and XB360 (and now the Wii) are their target platforms and sold far more of those than the PC version. Plus, the PS3 and XB360 (and the Wii) all have built-in content management (DRM). The PC doesn't. Without question, the PC is far to 'hackable' and the PC version and it was really just a port of the PS2/Wii version. In fact, the PC version is less than the Wii version because at least the Wii version can transmit the player's stats to the Guitar Hero web site. Even the 1.3 patch doesn't offer that.
Right now I'm sure that they are putting much more into developing the upcoming Guitar Hero: World Tour release. GH3 is out of the ongoing development phase and will probably not get any new content for the PC version. I just don't see it happening. And because a lot of PC software companies fear software crackers ('hackers' is actually not the appropriate term) I doubt that you'll see DLC for GH:WT on the PC either. In fact, I can't find any announcement that DLC will be available for GH:WT for the PC. Sorry, but it looks like you won't be getting any DLC. I have the Wii version of GH3, so I'm in the same boat.
