Yes it will work but some pkg trainers make you install the game data and save data again, you will have to transfer your save progress into a newly created ntsc save file. So if you have a pal game and a cheat pkg file that is ntsc as soon as you launch the cheat pkg it will make you install game data again even though you have the game data on the ps3 already, also your current saves will not work with the cheat pkg and would have to 'converted' into a amercan save via ftp. So yeah you can use ntsc pkg files on a pal game but just prepare for a lot of hard work and patience just to use your own gamesaves.
